Jaafari, a religious Shiite, is considered by many to be a divisive figure incapable of forming the government of national unity that is desperately needed for a country deeply enmeshed in deep sectarian violence.
Iraqi and U.S. officials have urged him to step down; Jaafari refuses, asserting that his appointment was reached by democratic means and that the Iraqi people "will react if they see the rules of democracy being disobeyed."
