Born in Marysville, Washington in 1927, Jack Metcalf served in the US military and as a boat skipper with the Fish and Wildlife Service during the 1940s.
Metcalf began his political career in state government, serving as a Republican member of the Washington State House of Representatives (1961-1964) and later the Washington State Senate (1967-1975 and 1981-1993), where he chaired the Senate Environmental and Natural Resources Committee between 1988 and 1992.
Metcalf also led an unsuccessful challenge to the resumption of whaling by the Makah Indian Tribe in Neah Bay, Washington.

Jack Metcalf, in a blistering letter to Defense Department Secretary Bill Cohen, has accused the military of manipulating and obfuscating data involving gulf-war illness and the findings of a recent groundbreaking study by the prestigious Tulane University School of Medicine.
The Washington Republican's ire was raised because of a series of actions by the Department of Defense, or DoD, that according to Metcalf involve providing both misinformation and incomplete information on the Tulane study, plus misrepresentation of a Senate report on the topic of gulf-war illness.
Moreover, Metcalf is miffed that Cohen replied with a form letter to a previous congressional memo cosigned by nine leading Democrats and Republicans asking DoD to initiate a bona fide study of Tulane's peer-reviewed research into the discovery of the antibodies.
