  What is a Jackline?
The jackline is threaded through pairs of grommets that are on the luff of the sail.
A jackline is used along the hoisted edges of a sail to make it possible to pull the sail away from the mast or the stay while it is lowered.
As the hardware comes down the mast and stacks up at the stopping point on the track or slot, the jackline permits the sail to be pulled away from the mast and down to the boom where it belongs.

Harnesses, Tethers and Jacklines at AhoyCaptain.com
A jackline is strung from a ship's bow to stern to which a safety harness can be clipped, allowing a crewmember to move about the deck safely when there is risk of falling or being swept overboard.
Jacklines may be rigged temporarily when bad weather is expected, or, especially on sailboats heading offshore, they may be left in place all the time and used as necessary.
Most designs for jacklines stipulate that the lines terminate well forward of the transom so that a person who goes overboard cannot be dragged behind the boat, increasing the potential for drowning.

Jack Lines - Sailing Anarchy Forums
Installing jacklines on most cruising boats are problematic what with all the cabin tops, standing rigging, narrow side decks, etc., so you just have to do the best you can.
A jackline that goes to a cleat on the bow means that you could travel to the bow plus the length of the safety line, which would mean you're over the side.
Jacklines should be installed well back from the gunwale and terminate well short of the bow.

Velcro straps made by West Marine and intended for use as electrical cord straps hold the jackline tails to the base of the lifelines at the front end of the cockpit and to the base of the upper shroud.
The reason for taking the tail end of the jackline forward again and attaching it to the shrouds with a Velcro strap, is that if a person were to fall overboard forward of the shrouds, that person's harness tether would not be long enough for him or her to reach the boarding ladder.

He sent me a photo of his demo boat's sail and jackline set-up, with a much shallower cut, almost straight luff, but still pulling on the boom aft of the gooseneck.
Even with the full halyard tension from the winch, the new BWY jacklines were preventing the luff from stretching fully, and the bolt-rope sleeve was wrinkled from the compression.
SO i laid the sail out, boom attached, on the ground and AFTER untying the jacklines, i then tied the head of the sail to a tree, so i could stretch the sail's bolt-rope sleeve.
