		Jackson Heights is a neighborhood in northwestern Queens, bounded to the north by Astoria Boulevard, to the east by 94th Street and Junction Boulevard, to the south by Roosevelt Avenue, and to the west by the Brooklyn-Queens Expressway.
		A large number of immigrants settled in Jackson Heights in the 1980s, especially from Columbia, China, and the Dominican Republic and to a lesser extent from India, Ecuador, Korea, Guyana, Peru, Cuba, and Pakistan.
		In the mid 1990s Jackson Heights was a well-maintained neighborhood with apartment buildings and expansive one-family houses.

		On August 6, 2004, the New York Times published an opinion column by Secretary of Housing and Urban Development Alphonso Jackson discussing the Administration’s proposal to radically alter the “Section 8” housing voucher program, which helps about two million low-income families and elderly and disabled people rent modest housing in the private market.
		Analysis: Secretary Jackson appears to be basing his analysis on misleading budget authority figures for Section 8 rather than actual expenditure (or outlay) data.
		Secretary Jackson’s portrayal of the Administration’s proposal as an expansion of assistance is therefore very misleading.
