 Welcome to Jay County, Indiana
Jay County is bounded on the north by Adams and Wells Counties, on east by Mercer and Darke Counties, Ohio, and on the south by Randolph County and on the west by Delaware and Blackford Counties.
Jay County was created by an act of the Indiana General Assembly of February 7, 1835 and organized by a law of January 30, of the following year, effective March 1st.
On December 5, 1835, it was ordered by the Board of Commissioners “that the County Seat of Jay County be designated and known by the name of Portland,” – by an act of the Indiana Legislature of January 25, 1843, Portland was incorporated as a town.

I remember, during the 1940's (I was born in '38), knowing about the Poor Farm in Jackson County, Indiana.
The county fair was referred to as the "Jackson County Free Fair", as opposed to the state fair, which charged admission.
The man whom I remember as having been the "head" of the farm (probably the administrator) was named "Zibe" McMahon, and was said to be a fine judge of horseflesh.

Results from a prior Section 319 project ("Analysis of Nitrate in Ground Water in Jackson County, Indiana") have confirmed nitrate contamination in an aquifer located in an agricultural area northwest of Seymour (Jackson County), Indiana.
Ground-water samples were collected quarterly by IGS personnel and analyzed by the laboratory of the Indiana State Department of Health (ISDH) for chemicals of concern.
