Jackson County, one of the original counties of Texas, was formed in 1836 from the old Mexican municipality of Jackson.
Jackson County lost large sections on the north, south, and east to the newly formed Calhoun, Wharton, and Lavaca counties in 1846.
Although the population of the county grew slightly between 1930 and 1940, rising from 10,980 to 11,720, the number of farmers declined markedly, falling from 1,799 to 1,251.

Jackson County's borders originally ran south to California, west to the Pacific Ocean, east to Lane County, and north to Umpqua and Douglas Counties.
Currently, Jackson County includes 2,801 square miles and its boundaries extend to California in the south, Josephine County in the west, Douglas County in the north, and Klamath County in the east.

In the four counties that passed their referendums, none of the county boards wanted to downsize their boards.

Franklin County was formed in 1784 as one of the original Georgia Counties, and named for Benjamin Franklin.
Prior to his leaving Georgia, in 1792, Matthew Sparks II received a land grant for 200 acres in Franklin County (Jefferson County in 1796), the location of which has not been researched, but it is expected to be the land he moved to in 1801, according to his Revolutionary War Pension Application.
