This is a reference to Toubon’s action in 1996, while still justice minister, of hiring a helicopter in the Himalayas to search for the public prosecutor of the Départements Essonne in southern Paris, who was on holiday there.
Toubon was desperate to ask the prosecutor to instruct his own deputy to stop releasing incriminating documents about Xavière Tibéri, wife of the then mayor of Paris - and a pal of Chirac - in an ongoing investigation on vote-rigging and corruption.

The Toubon Law (full name: law 94-665 of 4 August 1994 relating to usage of the French language), is a law of the French government mandating the use of the French language in official government publications, advertisements, and some other contexts.
The law takes its common name from Jacques Toubon, a conservative, who was Minister of Culture when it was passed and who proposed the law to Parliament.
Should the court have ruled against Georgia Tech Lorraine, the school could have been forced to pay a fine of 1,000 French francs for every day after such a ruling that the site was not translated into French, and 10,000 francs to each of the two plaintiffs.

Toubon’s hobbyhorse, if set to rocking, would have been a sorry expression of nationalistic fervour likely to be: unenforceable; an embarrassing revelation of France’s inability to integrate itself maturely into today’s global community; and a heavy setback regarding that nation’s pursuits in the international science community.
