The 1983 elections resulted in a sweeping victory for the AD, and its candidate, Jaime Lusinchi, took office as president.
Confronted by falling world oil prices and heavy obligations to pay interest and principal on the foreign debt, Lusinchi initially followed austerity policies that prolonged the recession.
Citing immediate necessity and coup rumors, President Caldera announced the suspension of some civil and economic rights in order to help the government arrest those responsible for the banking collapse and to prevent speculation and inflation.

A key to the problem is the odd-ball appearance on the Senate floor of former President Jaime Lusinchi, recently returned from exile in Costa Rica after years there in hiding from charges of misappropriation of State funds.
A similar privilege was withdrawn from his AD colleague Carlos Andres Perez last year after he (the latter) had been sentenced by the Supreme Court on similar charges.
Cristobal Fernandez Dalo (MAS) says Lusinchi has every right to exercise his voting privilege but has asked that the former president and his party should "reevaluate" their position, urging colleagues to find a quick solution so that Congress may be inaugurated for 1997 sessions and get going on urgent business at hand.

Two pieces of evidence are that José Guevara, detained in Miami for attempting to withdraw money from a bank account belonging to the former Peruvian intelligence director, was carrying the identifying documents of Montesinos himself, including a forged identification dated after the time he left the DISIP.
