Rumi was actually a Turkic title that meant "enlightened traveller from a Seljuk province" - similar to the word "celebi" and was bestowed on such people.
It is certainly possible that Rumi might have been from one of the minority Turkic tribes of the time, but given the demographics ethnically and linguistically, it is a remote possibility.
Rumi wrote in Persian and Arabic, he lived in Turkey, he speaks to all Muslims and humans.

In fact, I think Rumi’s heart-felt relations with the spirit of religion and his being a faultless representative and living interpretation of the way and etiquette of Muhammad, peace and blessings be upon him, cannot allow others to say anything against him.
Rumi, the Master, on the one hand, had a specific intimate relationship with the world of the unseen, but on the other hand, especially as far as his relationship with people was concerned, he never promoted any sense that he was greatly different; this was because of his utmost sincerity and humility.

Masnavi - Wikipedia, the free encyclopedia
The Masnavi or Masnavi I Ma'navi (مثنوی معنوی in Persian), also written Mathnawi or Mesnevi, is a six book collection of texts, poems, teaching stories and prayers written in Persian by Jalal al-Din Muhammad Rumi, the well known Persian Sufi saint and poet.
When it was first translated into English many passages were translated into Latin, as the passages would have been scandalous in Victorian England due to the ribald and salacious nature of some of Rumi's writings.

 Ghazal - Unipedia
Ghazals were written by the Persian mystics and poets Jalal al-Din Muhammad Rumi (13th century) and Hafez (14th century), the Turkish poet Fuzuli (16th century), as well as Mirza Ghalib (1797–1869) and Muhammad Iqbal (1877–1938), who both used the Persian as well as the Urdu language.
The Ghazal "Chupke chupke raat din aasun bahaanaa yaad hai" is a famous example of this.
Through the influence of Johann Wolfgang von Goethe (1749–1832), the ghazal became very popular in Germany in the 19th century, and the form was used extensively by Friedrich Rückert (1788–1866) and August von Platen (1796–1835).
