A New Tone on Concessions - New York Times   (Site not responding. Last check: 2007-10-05)
But the city’s labor commissioner, James F. Hanley, argued vigorously in a telephone interview on Friday that the Bloomberg administration has in no way abandoned its push for concessions from unions representing more than 300,000 municipal workers.
Hanley said he was aiming to persuade the Municipal Labor Committee, the umbrella group for the city’s unions, to agree to the money-saving changes on health coverage, like higher co-payments.
This leader argued that it was not fair for the city to demand concessions on health coverage and pensions when salaries of District Council 37’s workers average $28,000 a year and their raises have hardly kept up with inflation.
