Employed from 1807 to 1811 on the staff in North America, Brevet-Colonel Kempt at the end of 1811 joined Wellington's army in Spain with the local rank of major-general, which was, on 1 January 1812, made substantive.
As one of Picton's brigadiers, Kempt took part in the great assault on Badajoz and was severely wounded.
On rejoining for duty, he was posted to the command of a brigade of the Light Division (43rd, 52nd and 95th Rifles), which he led at Vera, the Nivelle (where he was again wounded), Bayonne, Orthez and Toulouse.

Kempt himself was universally liked and respected, being a man, Howe noted approvingly, who “had a passion for road making and pretty women.” One of his aides-de-camp later recalled that “society, by the force of his example, was the most agreeable thing imaginable,” but he was “perfectly astonished” by Kempt’s abilities as a colonial administrator.
Kempt’s idea was to hold this senior military appointment in conjunction with the lieutenant governorship of Nova Scotia, by shifting the army’s headquarters from Quebec to Halifax.
Kempt accepted the post, with a seat on the Privy Council, on condition that he would not be required to enter the House of Commons or have anything to do with party politics.

Kempt, Sir James, soldier, colonial administrator (b at Edinburgh, Scot 1764; d at London, Eng 20 Dec 1854).
He was promoted lieutenant-colonel and served as quartermaster general of British North America 1807-11, as lieutenant-governor of Nova Scotia 1820-28 and as administrator of the Government of Canada 1828-30.
Although seen as little more than a caretaker administration, Kempt's short term in Canada temporarily eased the tensions that had arisen between Governor DALHOUSIE and the Parti patriote led by Louis-Joseph PAPINEAU.

KEMPT, Sir James, governor of Canada, born in Edinburgh, Scotland, in 1765; died in London, England, 20 December, 1855.
While in office, Sir James reinstated magistrates and militia officers who had been dismissed for party reasons, secured for his executive council a broader basis by introducing members that possessed the confidence of the majority, and urged the judges to retire from the legislative council.
On his retirement from office he was presented with complimentary addresses by various public bodies in Canada, and on his return to Eng-hind he was appointed master-general of the ordnance, 30 November, 1830, and became a privy councillor, and on 23 November, 1841, attained the rank of general.

Settling in 1782 in Halifax, where a brother-in-law, James Brenton*, was an assistant judge on the Supreme Court, he became head of the Royal Navy’s medical department and resumed private practice.
He resumed his studies with James Stewart, who had become solicitor general; Halliburton signed the roll as an attorney on 12 July 1803 and was admitted as a barrister on the same day.
Charles James Townshend*, a judge on the province’s Supreme Court, later wrote that Halliburton’s views reflected long experience and thorough acquaintance with the whole subject and were expressed in vigorous and clear language.

 Lawrence Kavanagh (1764-1830)
Lawrence (Laurence) Kavanagh, the first Roman Catholic member to sit in the Nova Scotia Legislature, was born in 1764, the son of Laurence and Margaret (Farrall) Kavanagh, who had emigrated from Waterford, Ireland, in the year 1760.
Sir James Kempt, Governor of nova Scotia, himself a tolerant and liberal-minded man, entered into correspondence with the Colonial Office in an effort to have Kavanagh exempted from the requirements which were at variance with his religious beliefs.
Lord Bathurst, the Colonial Secretart, replied to Kempt on 21 December, commending the Governor fro referring the issue to London, and advising him to seek further instructins should Kavanagh claim his seat.

Vice-presidents were industrialist John Molson; merchant Horatio Gates; Louis-Joseph Papineau, speaker of the Assembly of Lower Canada, and the Assembly's representative from the west end of the city; and Rev. Henry Esson, educator and Church of Scotland pastor of the St. Gabriel Street Church.
The building was decorated with banners such as "To Make a Man a Better Mechanic and the Mechanic a Better Man." With a large lecture hall, it became one of the main cultural centres of the city, and remained so for some thirty years until the residential population shifted north and west.

I believe this to be the Johanna Kemp who married 2nd James Phillips of Baltimore County, Maryland, and 3rd Aquilla Hall, also of Baltimore County Maryland, (actually this area would now be part of Harford County).
The last record of James, Jr, in Dorchester is 1733.
It is also possible that James and Martin are the same person.
