  The Confederacy's Forgotten Son: MG James L. Kemper
On December 4, 1855, Kemper introduced a resolution to reform and reorganize the militia system, to restore musters and to provide for discipline and drill of the militia.[5] Kemper’s resolution became House Bill 73, “To organize the militia and provide for the public defense of the Commonwealth.”[6] There was a considerable fight over the bill.
Kemper was considered for lieutenant governor in 1858 and placed fourth in a field of six at the state convention.
Kemper’s old friend and college classmate John Letcher was the candidate for governor and R.L. Montague of Middlesex County was the candidate for lieutenant governor.

The first brigade was commanded b the gallant and impetuous General James L. Kemper, and was in front during the morning's march, and in battle line held the right, with Garnett's brigade on the left, and Armistead somewhat to the left and rear.
Kemper's brigade captured four flags, and 458 prisoners, including Brigadier General Heckman, of New Jersey, who was captured by Sergeant Blakey of Company F, 7th Regiment, General Heckman surrendering his sword and pistols to Colonel C. Flowerree, of the 7th Regiment.
Lieutenant James K. Peck, of the 23rd Virginia Battalion, and a Giles County man, was killed; and Colonel George Edgar, commanding the 26th Battalion, was wounded by a bayonet thrust and captured.

Kemper's brigade was leading and his advance soon became a charge, the enemy being posted on the farther side of an open field.

Extremely rare 4-page Confederate letter written to Col. James Kemper - 7th Regiment Virginia Volunteers - C.S.A. {later General James Kemper} on beautiful Confederate patriotic stationary.
The letter was written on Dec. 27, 1861 by a fellow Confederate officer and was soliciting the Col.'s assistance in resigning a commission.
Kemper commanded a brigade on "Stonewall Jackson's" right at the Battle of Second Manassas.--$1,250.

Shortly before the war ended, the Confederate Bureau was dispensed with, and General James L. Kemper became the intermediate officer between those of the conscript armies and the War Department.
Lieutenant James H. Binford, who had served with Colonel Shields in the field, was adjutant of the conscript department, and Major W. Fry was adjutant of the post.
