There was James Lindsay Almond Jr., Virginia's attorney general and a former judge and legislator from Roanoke.
A University of Virginia law school graduate, Almond went on to become governor of Virginia, where he put his segregationist sentiments to full use.
Joining Davis and Almond was the District of Columbia's own Milton Korman, who defended racially segregated schools in the nation's capital.

James Lindsay Almond Jr., as state attorney general, was the lead lawyer for Virginia.
After receiving his law degree from the University of Virginia, he was a legislator and judge in the city of Roanoke.
He claimed that the question of segregation in the city schools was beyond the Court’s jurisdiction and that only Congress had the authority to legislate for Washington, D.C. Later he was appointed to the D.C. Superior Court.

 Norfolk School Board Comments on Integration
In a virulent attack on integration and judicial interference, Almond asked the people of Virginia for support in the struggle while he supposedly advanced the welfare of their children.
Almond claimed that massive resistance was not a formulation of "fruitless laws in contravention of federal power," but rather rested within the individual citizen.
Despite his apparent departure from massive resistance, Almond was determine to control the integration process in Virginia and was loath to provide the judicial system or the federal government any opportunity to dictate policy.

 The Brown Decision in Norfolk: Introduction
What followed was a hard-fought 3 year legal battle, pitting Mayor W. Duckworth, local segregationists, and Governor J. Lindsay Almond, Jr.
In response, Governor Almond shut down the six schools that were to be integrated, displacing almost 10,000 students in the largest district in the state.
It took two further judicial decisions -- one by the Virginia Supreme Court of Appeals and the other by the Federal District Court in Norfolk -- to re-open the schools in February 1959.

When the Virginia Supreme Court ordered Warren County to desegregate, Virginia’s governor, James Lindsay Almond Jr., closed the school.
White children went to makeshift schools in town, while the fls went to school in Washington, D.C., and elsewhere.
