Although approved by then-president Ronald Reagan and announced in the 1984 State of the Union Address, Freedom was never constructed or completed as originally designed, and was eventually scaled-back and converted into the International Space Station currently in operation today.
In the early 1980s, with the space shuttle completed, NASA proposed the creation of a large, permanently-manned space station, which then-NASA-Administrator James M. Beggs called "the next logical step" in space.
To accommodate reduced budgets, the station design was scaled-back from 508 to 353 square feet (47 to 33 ), the crew capacity was reduced from 7 to 3, and the station's functions were reduced.

Last week, though, a federal grand jury in Los Angeles indicted James M. Beggs, NASA'S administrator and a former executive vice president of General Dynamics, the third largest U.S. defense manufacturer.
Beggs and three General Dynamics executives were charged with conspiring to defraud the Government by improperly billing some $7.5 million while producing the DIVAD, a prototype for a gun designed to protect troops from air attack.
General Dynamics and Beggs, 59, who almost immediately took a leave of absence from NASA, quickly denied the charges.
