Sir James Mitchell was premier of Western Australia from May 17, 1919 to 15 April 1924, and again from 24 April 1930 to 24 April 1933.
In July 1933, Mitchell was appointed Lieutenant-Governor, but was effectively Governor of the state because no Governor was appointed over him.
Mitchell was the first Australian-born governor of Western Australia, and he remains the only person to serve as both premier and governor of the state.

Mitchel was sent first to Bermuda, and in April 1849 to the Cape of Good Hope; but the colonists opposed the landing of convicts and the ship, after lying at anchor for five months, in February 1850 set sail for Tasmania, where it arrived about the beginning of April.
Mitchel's friend Martin had also been transported to Tasmania, and the two men were allowed to live together on undertaking not to escape.
During the conflict between the assembly and the council Mitchell was one of the leaders of the council, and in 1868 was responsible for the act which reduced the qualification of council members and electors.

He was chosen for the 1882 Australian eleven but was not very successful, scoring 873 runs for an average of 18.18 and obtaining 32 wickets for an average of 22.75.
He was the finest all-round Australian cricketer of his day and of the men since his time only Armstrong and Noble (q.v.) could dispute his pre-eminence.
John's Australian Biographical Dictionary states that he was born on 20 July 1835, the Australian Encyclopaedia says 1836, the obituary notice in the Geographical Journal, "about the year 1847", and the Coolgardie Miner, at the time of his death, implied that the date was about 1820.

Though not in parliament he was appointed colonial secretary and minister for railways in the Mitchell government in May 1919, a fortnight later was elected a member of the legislative assembly, and exchanged the portfolio of colonial secretary for those of mines, industries and forests.
His Australian Discovery, in two volumes, largely a compilation, was published in 1929, and in 1933 appeared volume VII of The Cambridge History of the British Empire, edited and partly written by Scott.
In January 1939 as president of the Australian and New Zealand Association for the Advancement of Science which met at Canberra, he chose as the subject of his address, "The History of Australian Science", and in February he was appointed a trustee of the public library, museums and national gallery of Victoria.

On May 6, 1954, he set a new world record, running the mile in 3:59.4 while fighting a 15 mile-per-hour crosswind.
His record was later broken by Australian John Landy, but in a subsequent rematch, with both athletes running the mile in under four minutes, Bannister was again triumphant.
