Gentleman has misunderstood the proposal in the James review, which is that the whole of the Rural Payments Agency should be outsourced.
It is clear from the opening speech that the Conservatives want to return to subsidised farming, instead of developing the sustainable future for farming that we are helping to bring about.

Shadow agriculture secretary James Paice, who yesterday launched the party's agricultural manifesto which includes a commitment to beef up the code, said the party remained convinced there were weaknesses, particularly as it seemed to rely almost entirely on use of the word "reasonable" which was open to definition.
"The OFT appears to have taken the absence of complaints as a positive sign the code is working well, despite the fact that their own original survey found that 73 per cent of suppliers were afraid to complain publicly," said Mr Paice.
