James Quigley's suicide Oct. 7, 2003, came after he was ordered to serve about 118 days locked in "close custody" or solitary confinement for allegedly making plans to escape, according to prison authorities.
Quigley had argued prison officials were retaliating against him for filing numerous grievances and helping other prisoners to file lawsuits and grievances, according to documents from the Department of Corrections Web site.
Quigley wrote three letters in the last two days of his life, one to attorney Jason Sawyer concerning a lawsuit, another to attorney Paul Volk, expressing frustration at being held in confinement and the third, written two days before his death, to his mother, Claire Quigley.
