James Rumsey, a self-taught Virginia flsmith and builder, held patents for a jet-propelled steamboat, as well as improvements to the steam boiler, the grist mill, the saw mill, and the steam pump.
James Rumsey (1743-1792) was an American mechanical engineer who exhibited a boat propelled by machinery in 1787 on the Potomac River at what is now Shepherdstown, West Virginia before a crowd of local noatbles including Horatio Gates.
Source for name of group formed by Franklin to support Rumsey: letter from James Rumsey to his brother-in-law Charles Morrow on May 14, 1788 as he was preparing to leave for England sent by the Society.

 James Rumsey Duke
Duke, James Rumsey; residence, Donaldsonville, La., was born in that city Dec. 4, 1859; son of Robert James and Rebecca (Herring) Duke, the former of whom was born at Maysville, Ky., and the latter at Donaldsonville.
After serving the road efficiently a number of years, the attractions of the river business finally prevailed with him, and he was induced to resign from his position with the railroad and again become wharf master, the duties of which he continued to administer until his death, at the age of 68 years.
James Rumsey Duke received his early education at private schools, following which he attended the public schools for a time.

 James Rumsey
Born in Cecil County, Maryland, at the head of the Bohemia River in 1743, James Rumsey did not receive a great deal of formal education, though he was considered to be quite adept at the natural and physical sciences.
In 1906 a second Rumseyan Society was formed in Shepherdstown and though its efforts, a monument to Rumsey was constructed in a park overlooking the Potomac.

James Rumsey, of the State of Virginia, accompanied, with a drawing and description of an improved boiler, for a steam-engine;" also drawings and descriptions of grist-mills, saw-mills and pumps.
He testificd that he was a partner of James Rumsey in 1783; that in the beginning of 1784 the latter built a smalll boat on the Potomac, and that in the autumn of that year he went on board and took with him his brother-in-law.
Rumsey may have conceived the idea that steam might be applied to navigation in 1783, but he certainly made no effort to prove its adaptability to such purpose until after Fitch had publicly laid his claims before Congress, and published the nature of the principles which he relied upon to the world.
