Dirk Pitt is an adventurer, a sort of blend of James Bond and Indiana Jones.
In the course of his work as a marine engineer of the National Underwater and Marine Agency (NUMA), an oceanographic research organization head by Admiral James Sandecker, Dirk Pitt has made numerous important shipwreck discoveries as well as thwarted a large number of plans by villains intent on global catastrophe or world domination.
Dirk Pitt later went on, in the later novels, to become the head of NUMA when Admiral James Sandecker was appointed as Vice President of the United States by President Ward after the Vice President unexpectedly died in office.

With reservations, and of course firmly believing that he's being hoodwinked by Pitt into another foolish operation, Sandecker allows him to use the boat.

Along the way they meet Eva Rojas (Penelope Cruz), a World Health Organization (WHO) doctor, who is trying to find out what is causing a mysterious, plague-like illness that’s felling a lot of the natives.
Into the mix pops Yves Massarde (Lambert Wilson), a slick frenchy who’s working for a corrupt dictator, General Zateb Kazim (Lennie James), the guy responsible for the bad water that’s killing the people Eva is trying to save.

Those unfamiliar with the source material are going to have a much better time as Pitt takes on a ruthless African dictator and a greedy French billionaire who are responsible for launching a lethal red tide of toxic waste, which causes decay, dementia and cannibalism.
Together these amiable actors possess a certain scrappy screen chemistry in which humor and sarcasm are pivotal but they both are about a decade younger than the characters as written in the novel.
Fans of the books however should be happy with William H. Macy as Admiral James Sandecker, the dapper head of N. A., which in this movie is now a private company and not an agency of the U.S. government.

Throw in a power-mad warlord (James) and a corporate mogul (Wilson), and you just know these plot threads are going to converge.
Several of the eye-grabbing action sequences are perhaps a bit too 007 for their own good, complete with derivative music (and even an overwrought lair for the baddie).
British actor Lenny James is good as General Kazim and Lambert Wilson plays the sleazy businessman with ease.

Some of it, like a speedboat chase on an African river, is derived from old James Bond films; and some, like the scene in which Eva gets stranded at the bottom of a well, is blithely lifted from the Indy oeuvre itself.
Breck Eisner, directing his first feature film, captures all of this capably enough; but he wasn't able to work up a lot of visual atmosphere in the bland, sunbaked glare of the Moroccan desert in which most of the movie was shot.

The doctor is investigating a possible plague that is swatting the African population, and the main source of the disease is originating from none other than Mali.
How incredibly convenient for the pair of buddies to team up with the beautiful girl, but the evil General Kazim (Lennie James) isn’t going to let the trio of troublemakers ruin his plans for world domination without sending a few thousand troops to thwart their efforts.
