  James Steen
James Steen (1734-1780) was a successful planter who, at the time of the Revolution, resided in the Thicketty Creek area of what was once the northern part of Union County (formed in 1785) and is now part of Cherokee County (formed 1897), South Carolina.
The land records of Colonial South Carolina indicate that James Steen was in SC at least as early as 1766.
James Steen, also of Irish descent, was probably a native of Pennsylvania, and early settled in what is now Union County, South Carolina.

SPECIAL COUNSEL, ex rel. James E. Steen v. DEPARTMENT OF VETERANS AFFAIRS, CB-1214-94-0005-C-1   (Site not responding. Last check: 2007-10-23)
OSC also argued that, because the agency's prohibited personnel practices caused Steen to be too ill to perform his duties, he was also entitled to restoration of the leave he took between May 16, 1992, shortly after he learned of his reassignment to New York, and March 24, 1993, the date his OWCP benefits began.
In this regard, the CALJ considered whether Steen might be eligible for the relief he sought under 5 U.S.C. § 1214(g)(2), but found that he was not entitled to it since the personnel actions at issue occurred prior to October 29, 1994, the effective date of that statute.
In Costello, the Board stated that, "similarly," Steen was removed for inability to perform in the position to which he was reassigned, and that, therefore, the agency must cancel both his reassignment and his subsequent removal.

 MICHAEL J. COSTELLO v. MSPB
James Steen was a special agent in the Seattle office, and George Strehle was the special agent in charge of the Los Angeles office.
It ruled that both Steen's initial disclosures to Cole and his reiteration of those complaints to Costello during the April 1991 meeting and in his workmen's compensation filing in the fall of 1992 were protected.
Although Steen repeated his charges against Strehle at the meeting between Costello and the agents in April 1991 and in his application for workmen's compensation benefits in November 1992, the primary focus in determining whether Costello acted in retaliation against the disclosures should be on the basic disclosure, not its subsequent repetition.
