Lynn came to the Federal government in March 1969 as General Counsel of the Department of Commerce and became Under Secretary of that Department in April 1971.
Mr, Lynn is married to the former Joan Miller of Cleveland.

Lynn received his LL.B. magna cum laude from Harvard Law School (1951) and became a partner of the law firm of Jones, Day, Cockley and Reavis (1960-1969).
During the Nixon administration, he was general counsel at the Department of Commerce (1969-1971), undersecretary at the Department of Commerce (1971-1973), and secretary of housing and urban development (1973-1975).

The king assigned the borough of Lynn the task of maintaining the defences of South Lynn, in addition to its own, although the cost was to be borne by the county.
At first, the typical pattern was probably for divided properties with the residence on the north side of the street and an associated quay on the south side (there is an example of this in the 1391 rental).
