The Honourable James Tien Pei Chun GBS JP (Chinese: 田北俊) (born January 8, 1947 in Shanghai) is currently the Chairman of the Liberal Party (LP), a pro-business and pro-Beijing political party in Hong Kong, and a member of the Legislative Council of Hong Kong (LegCo).
Tien joined the Executive Council, the cabinet of the Chief Executive of Hong Kong, in July 2002 as the Chairman of LP, following the reorganization of the Council under the new accountability system of the Chief Executive.
Tien ran for a seat in the geographical constituency of New Territories East in the Hong Kong Legislative Council election, 2004 and succeeded.

While legislators opposed to the law welcomed Beijing's comments and Tien's suggestion the bill be delayed until December to allow for more discussion, they noted he had been non-committal on whether he would vote for it should the government push ahead with plans to enact the law on July 9.
Tien cited director of China's Hong Kong and Macau affairs office, Liao Hui, as saying Friday that the enactment of Article 23 was a must.
Tien added that while his Liberal Party -- a traditional government ally -- supported the enactment of the law, he had already suggested to Tung that it be postponed until December to enable more time for consultation.
