  Going Backwards: Reversal of Environment Initiatives Is Proposed
Rep. James V. Hansen (R-Utah), who is expected to be named Resources chairman by House leaders today, expressed the hope that lawmakers and the incoming administration could work to reverse some of Clinton's most prominent conservation efforts.
Hansen also proposed blocking new regulations that would limit hardrock mining -- a practice opponents decry as environmentally destructive -- and rules limiting the number of air tours that can be conducted over the Grand Canyon and other national parks.
In addition, Hansen suggested using a formula that would be more advantageous to the oil and gas industries in calculating how much companies have to pay the federal government for operating on public lands.

James Hansen married Ann Burgoyne of Salt Lake City, and they have five children.

Not surprisingly, the Republican members of the subcommittee, chaired by Rep. James Hansen from Utah, felt very strongly that the Antiquities Act had been abused and used as a means of avoiding Congress in land-use designations.
Hansen explained that by using the Antiquities Act, the President and the Department of Interior avoided Congress and the National Environmental Protection Act (NEPA).
Hansen introduced his bill with some history on the Antiquities Act, explaining that at the time of its introduction in 1906 there were no other acts to be used for withdrawing and protecting public lands.

Prior to coming to the IRI in 1999, Hansen served on the faculty of the University of Florida, where he worked with an interdisciplinary team of the Southeast Climate Consortium to develop an effective program for applying ENSO-based climate prediction to agricultural decision making, resulting in a statewide climate applications extension program in Florida.
Hansen's research contributions include applications of agricultural systems methods to climate risk management, farm economic risk and sustainability analysis, and land use under conflicting goals; communication of probabilistic climate information; spatial scaling in agroecosystem modeling; climate-based crop forecasting; stochastic weather generation; and tropical soil fertility and intercrop ecology.
Hansen holds a Ph.D. in Agricultural and Biological Engineering from the University of Florida, and M.S. in Agronomy and Soil Science from the University of Hawaii.

Steve Peterson, who runs Hansen's Utah office, said today the nine-term Republican was referring to a specific call to his campaign office last week and that he had written it off as coming from a crackpot.
The problem came to light when Hansen told a radio station Wednesday that hundreds of people are calling his office about the investigation into Clinton and former White House intern Monica S. Lewinsky.
