Brownlow (Edward Hardwicke), but his new good fortune is threatened by the machinations of Fagin and the brutish thief Bill Sikes (Jamie Foreman), who fears Oliver will talk to the police.
One of the more distinct elements here is Kingsley as Fagin, who seems so high-strung and fretful that we understand how it is he’s running children rather than adults – he can’t really hold his own with people his own size.

Unfortunately, Fagin's partner-in-crime, the cruel Bill Sykes (Jamie Foreman), is determined to rob the wealthy businessman, and he wants Oliver to cooperate with his plan.

But Foreman's take on Sykes lacks the menace of the late Oliver Reed (who made the role his own in "Oliver!").

Brownlow (Edward Hardwicke) takes Oliver Twist (Barney Clark) into his home and Nancy (Leanne Rowe) later betrays Bill Sykes (Jamie Forman) in order to help Oliver return to his benefactor, but Nancy's change-of-heart lacks nuance, as does Brownlow's affection for the titular orphan.

The biggest deficiency is Barney Clark, whose performance as the title character vacillates between befuddlement and artificial weepiness (rarely have I seen more crocodile tears).
As I mentioned, the acting standouts are Leanne Rowe, whose list of previous credits is small, and Jamie Foreman, a familiar character actor who was most recently seen as The Duke in Layer Cake.
Bill is fearsome, a true cinematic villain, and Foreman's performance stands alongside any of the greats who have played the part in the past.
