Jan Eliasson was born in a working-class family in Gothenburg.
In 1991 Eliasson was Chairman of the U.N. General Assembly's working group on emergency relief and Vice President of the ECOSOC 1991-1992.

Jan Eliasson was elected President of the sixtieth session of the United Nations General Assembly on 13 June 2005.
Eliasson served as a mediator in the Nagorny Karabakh conflict for the Organization for Security and Co-operation in Europe (OSCE) and was a visiting professor at Uppsala University in Sweden, lecturing on mediation, conflict resolution and UN reform.
Eliasson was an exchange student in the United States from 1957 to 1958 and graduated from the Swedish Naval Academy in 1962.

Eliasson, who is still consulting with Member States over the blueprint to set up the Human Rights Council, told reporters that he hoped to see it agreed upon “as soon as possible” and preferably before the Commission is due to open its annual session in a little under two weeks time.
Eliasson has also said that another major improvement of the proposed Council is the requirement that its members, elected individually by the Assembly, would be judged on their human rights records with the proviso that they can be suspended if they themselves commit gross and systematic violations.
Eliasson also said that the new Council would have a higher standing as a subsidiary body of the General Assembly, would meet year round as opposed to the six-week annual session of the Commission, and would conduct a “universal, periodic review” of all States’ adherence to human rights norms, starting by scrutinising its members.

This entire theatrical production in which Bolton failed to explicitly state what he was instructed to convey tracks eerily close to instructions he was given by the State Department in the past with which he personally disagreed.
Because if Jan Eliasson moves forward with the establishment of the Human Rights Council in a General Assembly vote without American support -- which many nations are now advocationg -- Bolton and the conservative right wing have a tangible 2006 election issue that justifies further brinksmanship over the UN budget and UN reform issues.
Perhaps Eliasson failed to read the news reports about this -- or to anticipate Bolton's efforts to obfuscate and hide his true intentions -- and has given Bolton an easy target because of the simple majority requirement for membership.
