In 1882 Janis Cakste graduated from the Jelgava Gymnasium and in 1886 he graduated from the Law Department of the Moscow University.
After the dissolution of the Duma J. Cakste was among the 166 deputies (councilors) who signed the so-called Vyborg Appeal calling upon the citizens to refuse to pay taxes and send recruits to the Tsar's Army until the convening of the Second Duma.
The Constitutional Assembly elected J. Cakste the President of State, and in conformity with the provisional rules of the Latvian state he simultaneously performed the functions of the President of State and those of the Commander-in-Chief of the army.

Janis Cakste (1859 - 1927) was the chairman of the Latvian National Council (Tautas Padome) which on November 18th, 1918 declared the independence of the Republic of Latvia.
On April 18, 1928 a set of five postage stamps was issued with the portrait of Cakste.
Each stamps was sold with a surcharge of 10 Santimi to the benefit of the Cakste Memorial Foundation.

Janis Cakste was born in Lielsesava, Courland, Russia (now in Latvia).
Elected chairman of the Latvian People's Council in 1918, he was later the head of the delegation sent to London and to the Paris Peace Conference to secure the recognition of the Latvian republic.
While he was absent on that mission, Cakste was elected President of the National Council (1918); he was later elected President of the Latvian constituent assembly (1920) and, when the first Saeima (Parliament) convened, President of the Republic of Latvia (1922).

Cakste's memorial was neatly kept, though time had taken its toll.
Loose blocks along the framng walkways, raised inscription letters pried loose from the stone (left), weeds growing out along the upper mortar joints in the gracefully curving memorial wall (right, and below), left me hoping Cakste's memorial would some day be fully restored.
