 FBI Press Room - Press Release - Preliminary Crime Statistics for January–June 2003
When data for January–June 2003 were compared to data reported for the corresponding months in 2002, homicide was the only violent crime to show an increase.
The decline was led by a 6.2-percent decrease in the Midwest and a 3.2-percent decrease in the South.
Despite the general decrease in violent crime, three of the four regions showed increases in homicide when data from January through June 2003 were compared to those from the same months in the prior year.

 Our University - Budget Update, January 2003
Of this amount, $19 million represents a mid-year cut in the 2002-03 budget that was filled by a student fee increase beginning in the spring 2003 academic term.
As part of the budget cuts, the governor is proposing a reduction in state funding for the university's instructional budget, which he assumes would be offset by a student fee increase.
Already, mandatory systemwide student fees at UC have been increased $135 per quarter, or $405 per year, beginning with the spring 2003 term, along with additional increases for professional school students.

According to a January 7, 2003 press release from Privacy & American Business (P&AB), "A majority (56%-91%) of the U.S. public believes it is acceptable for the private sector to use biometric technologies." The study was funded by the Bureau of Justice Statistics.

 Advancement Changes - Effective January 1, 2003
As new pamphlets are issued, when they contain new requirements, Scouts will have the option of starting with the new requirements as soon as the pamphlets are issued, or they may start work using the old requirements until the next edition of Boy Scout Requirements (BSA Publication No. 33215) is issued.
They will NOT be holding the publications up until January each year, just issuing them as they are completed (and old stocks exhausted, probably).
A minor change was made to requirement 9(a) with the release of a new edition of the Camping Merit Badge pamphlet mid-year in 2003, to clarify that the use of pre-erected tents at long term camps is excluded from the requirement to pitch your own tent or sleep under the stars.
