NHK established some broadcasting studios in Batavia, Manila, Singapore and Hong Kong, but there is little evidence of these being used for propaganda purposes in the first year of the war with America (although broadcasts were beamed to the west coast of America, which had a large percentage of Japanese-Americans).
Equally, the Japanese high command showed little initiative or enthusiasm for becoming involved with propaganda broadcasting; it was beneath the dignity of the Imperial Army to engage in such unethical practices, and probably contrary to the spirit of bushido.
However, as the pace of Japanese victories in the field began to diminish, interest was generated in commencing propaganda broadcasting.

International broadcasting is broadcasting deliberately aimed at a foreign, rather than a domestic, audience.
Among the first international broadcasters were Vatican Radio (February 12, 1931), Radio Moscow, the official service of the Soviet Union, and the British Broadcasting Corporation (1932).
An international broadcaster may have the technical means of reaching a foreign audience, but unless the foreign audience has a reason to listen, the effectiveness of the broadcaster is in question.

The acknowledgement of otherness within Japanese society is veiled by a tendency towards indirect reference, which fashions a linguistic coating and involves the proliferation of euphemisms.
The indirectness or tasteful distancing, that is already necessary in polite Japanese discourse in reference to self and other, is further required when referring to others whose existence is embarrassing, or is perhaps an unpleasant reminder of one's own role in the construction of the other.
High demand for euphemisms in Japanese society stems from those features already noted: a high value on politeness and indirect language, a progressive modernist ideology that claims non-discriminatory incorporation of constituent groups (where these are recognised), and the power of certain discriminated groups to protest.
