Japanese Industrial Standard - Wikipedia, the free encyclopedia
Japanese Industrial Standards (JIS) specifies the standards used for industrial activities in Japan.
The standardization process is coordinated by Japanese Industrial Standards Committee and published through Japanese Standards Association.
Standards are named like "JIS X 0208:1997", where X denotes area division, followed by four digits (or five digits for some of the standards corresponding ISO standards), and the revision release year.

JIS X 0208 - Wikipedia, the free encyclopedia
JIS X 0208 is a Japanese Industrial Standard defining a set of kanji indexed by a pair of integers from 1 to 94 (this is known as the kuten pair of the kanji).
Japanese software typically uses the order of JIS X 0208 to sort kanji for display to the user.
This is essentially the same as the order of characters by radical and stroke count used in a kanji dictionary.

In Japan, it is a standard process to design printed circuit boards of inexpensive phenolic resin and paper, and reduce the number of copper layers to one or two to lower costs without harming specifications.
Industrial engineers study how workers perform their jobs, such as how workers or operators pick up electronic components to be placed in a circuit board or in which order the components are placed on the board.

Thus, the earliest standard Japanese character set for computers (JIS X 0201, described later) supported only katakana, which, although inconvenient, was sufficient for the limited applications of the day.
JIS is a blanket term used to describe all non-Unicode Japanese character sets and encodings, all of which are based on standards by the JSA (Japanese Standards Association).
The MIME standard for e-mail headers provides, in addition to a means of specifying the text encoding, a "Content-Transfer-Encoding", a standard means of re-encoding text to avoid using the 8th bit.

These efforts, which relate to industrial standardization and quality management, are commissioned by the Ministry of Economy, Trade and Industry, the Japan International Cooperation Agency, the Association for Overseas Technical Scholarship, and the UN Industrial Development Organization.
The objectives of the project are to actively develop international standards that can be adopted nationally by each member country and are applicable to the global market, as well as to encourage the submission of international standards proposals from Asian Pacific countries.
We pledge to continue this support by actively implementing projects that are designed to promote Japan’s standardization policies both now and in the future, particularly in terms of its cooperation with fellow standardization bodies in Europe, across Asia and of course in the United States, the leaders in standardization.

In languages like japanese where the amount of "letters" (called kanjis in fact) are thousands, it's not enough with one byte to represent them, having to use two.
However, to correctly see japanese characters, we still need two things: a software that "reads" the text with two bytes and assign the correct kanji, and a font with all kanjis to be shown.
If we install this in our computer, we will be ready to read correctly japanese or chinese (that is if we already learnt to read kanji) without the need of installing a japanese Windows version.
