  Japanese cruiser Takachiho - Wikipedia, the free encyclopedia
The Takachiho was re-designated a 2nd-class cruiser on 21 March 1898.
During the Russo-Japanese War of 1904-1905, the Takachiho participated in the Battle of Chemulpo Bay, and was subsequently assigned to the Fourth Division of the Combined Fleet, where it participated in the Battle of Tsushima.
During World War 1, the Takachiho was struck by a torpedo launched by a the German S90 torpedo boat on 14 October 1914, during the Battle of Tsingtao, and went down with the loss of 271 men (including its captain Ito Sukeyasu) – the largest single loss for Japanese forces during the entire war.

By February 2, 1904, the Japanese Imperial Army's 12th Division, under the command of Major General Kuroki Tamemoto, was already embarked aboard troop ships intended for a major landing on Korea's west coast with orders to pacify the capital area and seize the southern provinces.
The Japanese had been eager to keep the peace in the region and stretched their readiness to compromise to its limits, but when a fight could no longer be avoided, they struck first, struck fast and struck hard.
Superior to the Japanese in sheer numbers, the Russians were far inferior to Japan when it came to the efficiency needed for conducting warfare.

A Japanese fleet under Admiral Isokuru Ito was attempting to disrupt the landing of Chinese troops protected by a fleet under Admiral Ting Ju ch'ang.
The Japanese advanced on the Chinese with the flying squadron leading in line astern formation with the despatch vessels off to the port of the second squadron (where the flagship was).
Japanese shells set many Chinese ships aflame, and were responsible for sinking or seriously damaging eight of them, either during the battle or during later mopping up operations.

 The Battle of the Yalu, 17 September 1894
In the morning of 20 July 1894 a Japanese Flying Squadron of three ironclad cruisers was on patrol in the Gulf of Asan on the west coast of Korea.
At daybreak on the 17th the Japanese fleet was in sight of Hai-yang Island, 35 miles off the coast at the northern end of Korea Bay and 100 miles east of Port Arthur, China's main naval base.
The cruiser Tsi Yuen, survivor of the brush with Togo's Flying Squadron at Asan, was the first ship to be hit, and, true to form, she broke away from the line and ran for the sanctuary of Port Arthur.

Takachiho was part of the large Japanese fleet engaged in the capture of the German base of Tsingtau in northern China.
Employed as a minelayer, the 'Takachiho' was attacked by the 'S-90' which managed to slip out of Kiaochow (Kiao Chau) Bay on the night of the 17th/18th as the siege approached its end; 271 men were lost as she went down.

Below is the basic structure of the Japanese navy under the reorganization of 10 July 1914; they do not tell which ships were in each formation, so I'm not sure whether this will be helpful.
Under the previous organization all battleships as well as many cruisers were in the First Fleet; cruisers and coast-defense ships comprised the Second and Third Fleets; destroyers were in divisions of four ships attached to naval stations and sometimes to the fleets.
