We want to hit the domination limit as soon as we can, and capturing seems like the way to go to me. Yeah, we get it a bit later, and lose out on a bit of culture, but maybe that will mean more handbuilt temples.
Whenever possible, hand built temples are better, as ToA temples do not experience the doubling of their cultural effect when they reach 1000 years of age.
