The meaning of this is a bit unclear, I take it to indicate that she drew her name from the Japanese syllables, not a foreign name such as "Marco".
Maruko's name written as described in kanji and katakana can be seen on the 1st page of chapter 102.

With the names and cultural references you mentioned, it's probably for the same reason -- to set a certain mood or feeling.
I always thought the japanese used german (or any other foreign language for that matter) to make their stuff sound cooler, but Madoka's post cleared that aspect of japanese culture up pretty well.
