I wouldn't say all, that's too much of a generalization, considering the great variety of cartoons the world over.
I've seen a lot both Disney, Marvel, DC comics, japanimation and all kinds of comics and cartoons, ever since I was a kid, and I can decisively say that Disney's and other companies' animation of the eyes is far different from anime.
Sure cartoons aren't known for accurately portraying physical proportions in ratio to real bodies, not all the time anyway, and that's especially true of most japanimation that I've seen, in particular the eyes, and a lot of the time, the mouth, which becomes a big gaping hole in many anime films and series.
