DHAKA, APRIL 24: Opposition Jatiya Party (JP) in Bangladesh today formally split with one third of party MPs "expelling" former president H M Ershad from the party for indulging in "destructive acts" and replacing him with former premier Mizanur Rahman Chowdhury at the chairman's post.
Chowdhary, who was till recently the vice-chairman of Ershad's Jatiya Party, was the prime minister in his government and steered the party while the former president was in jail after his fall in a popular uprising in December 1990.
Manju, a one-time close aide of Ershad was also cabinet minister in his government and the party's secretary-general till he was removed from the post and expelled from the party in January this year in the wake of his refusal to quit Sheikh Hasina's cabinet.

Opposition political parties and civil society members filed a writ petition with the High Court against the government, the speaker and the Election Commission yesterday, challenging the new constitutional provision of 45 reserved seats for women in parliament.
In other words, under the new system, every political party or a group of MPs that commands at least 6.67 (300 divided by 45) seats will proportionately be entitled to one woman MP from the reserved seats.
This will lead to discrimination against smaller political parties having fewer than 6.67 seats or independent lawmakers as much as they will not have a representation through a woman MP, which is incongruous with Article 27 of the constitution.

Appearing before the Chamber Judge, the Additional Attorney General (AAG) Fida M Kamal submitted that the notification giving responsibility to the ministers, advisors, chief whip, state ministers, whips and deputy ministers was not an appointment, but was simply delegation of responsibility to supervise development and law and order situation of the districts.
On writ petition filed separately by Jatiya Party (Manju) chairman Anwar Hossain Manju, MP, a Division Bench of the High Court comprising Justice ABM Khairul Haque and Justice ATM Fazle Kabir, on April 27, declared the appointments of ministers-in-charge of districts illegal and unconstitutional.
Anwar Hossain Manju, on May 18, 2003, filed a writ petition in the High Court challenging the validity of the notifications issued by the Cabinet Division and appointments of the ministers, advisors, whips for discharging additional responsibilities and charges of the districts.
