Javakheti (Javakhk in Armenian) is a small region in Southern Georgia, a part of Samtskhe-Javakheti province, bordering with Armenia and Turkey.
Javakheti occupies about 3.7 % of the country's territory and, according to the last census, there lives about 2% of the population, of which 97% are Armenians.
Javakheti remains a source for concerns and tensions, especially when politicians from the two countries make statements about the region.

Javakheti, comprising of two districts of Akhalkalaki and Ninotsminda is dominated by ethnic Armenians, who make up to 95% of Javakheti (while they make approximately 40% of the population in Samtskhe-Javakheti region), others being mostly Georgians, who are a small minority there.
Javakheti Armenian population strongly disagree with such solution  as they see Russian base as defence from much feared Turkish invasion and the as the sole employer for the inhabitants of the district.
The demand of separating Javakheti from the Samtskhe-Javakheti region along ethno-demographic lines and creating a political autonomy is one of bargaining chips and leverages promoted if not induced from outside.

At first sight these measures appear adequate, however the deplorable result of it is that one important ecosystem (Javakheti) which desperately needed rehabilitation received no funds while the other, which was already receiving millions of dollars, was used as a proof of the country’s good will to implement the duties it undertook.

One of the resentments that Armenians have towards Georgia is the widely held belief that the Javakheti region, - which borders Armenia - is intentionally neglected by the central authorities in Tbilisi since independence, in a deliberate bid to deteriorate the region's economic, educational and cultural infrastructures.
In this respect the accusations by Armenians that Georgia is neglecting the Javakheti region because of its ethnic component is not valid.
This agreement might only provide a limited venue to let out the frustration of the Armenian community of Javakheti but at the same time such a deal might make the Georgians uncomfortable and their national pride wounded, since this might imply that the Georgian state is unable to care for its own citizens.
