Jean-Baptiste Sylvère Gay, vicomte de Martignac (June 20, 1778 - April 3, 1832), was a French statesman.
He succeeded in passing the act abolishing the press censorship, and in persuading the king to sign the ordinances of June 16, 1828 on the Jesuits and the little seminaries.
In March 1830 Martignac voted with the majority for the address protesting against the famous ordinances; but during the revolution that followed he remained true to his legitimist principles.

In 1828 he was made minister of the interior and virtual head of the new cabinet by King Charles X after the fall of the ministry of the comte de VillEle.
Martignac's cabinet, composed of both liberals and reactionaries, was ineffective; his liberal reforms were killed by the ultraroyalists.
The king had never liked Martignac's moderate concessions to the liberals and in 1829 dismissed him and appointed the reactionary prince de Polignac to succeed him.
