Friesen was born in Oldham, Lancashire, in England, and moved to Canada at a young age.
Friesen was employed by the National Museum of Canada from 1967 to 1973, and has been a faculty member in the University of Manitoba's Department of History since that time.
Friesen was first elected to the Manitoba legislature in the 1990 provincial election, defeating incumbent Liberal Harold Taylor by over one thousand votes in the central-Winnipeg riding of Wolseley.

Friesen’s new book, River Road, consisting of a collection of essays most of which were written after 1984, both reflects this malaise and offers suggestions to revitalize this field of study.
With the exception of the title piece ‘River Road’ (co-written with Jean Friesen), these essays examine the issues of bilingualism, the Meech Lake accord, and constitutional politics from a prairie perspective.
Friesen goes to some lengths to justify Manitoba’s rejection of the accord and argues that it was not primarily a blow directed at Quebec.

Manitoba and Nunavut today announced they are funding a feasibility study into recovering scrap metal and other materials from three Northern Manitoba communities and Rankin Inlet in Nunavut.
