Jean-Luc Picard was born in Labarre, France, Earth on July 13, 2305 to Maurice and Yvette Gessard Picard.
Picard is a sort of "Renaissance man" with diverse interests such as classic literature, archaeology, physics, fencing, horseback riding, and his scale models of various Starfleet vessels.

Picard is talking about a holodeck experience with horses, not describing his life this quote is adding artificial allusions about the scope of his "reins" comment -- such as that it has to do with anything besides his horse and saddle.
Since the episode (and "The First Duty") also states Picard to be of the class of '27, that would mean Picard was born in 2306.
