This project was started in 1996 with the formation of the Highway 179 Transportation Corporation, consisting of the City of Jefferson, the County of Cole, and the Missouri Highway and Transportation Commission.
In the formation of the Corporation, the City and County agreed to pay the interest on the bonds, with the Missouri Department of Transportation (MoDOT) repaying the principle over a 10 year period and having the responsibility for the design, acquisition of right-of-way, and the construction management of the project.
In conjunction with this project, City and County staff have been working with the owners of the quarry and other affected property owners on the possibility of extending Christy Drive to the south as a continuation of and completion of the outer roadway from Ellis Boulevard.

Recently decommissioned in October of 2004 by Governor Bob Holden, the City of Jefferson has great future plans for the prison with a large scale redevelopment plan.
The first building of the Missouri State Penitentiary was built in 1835 and opened the next year, when state legislators thought the new industry would help the struggling small town.
In 1963 -64, there were 550 serious assaults inside the Missouri State Penitentiary, including hundreds of stabbings, which is why TIME magazine called it the 'bloodiest 47 acres in America.' The scandal was so bad that it led to the downfall of the prison's warden.
