Jefferson County is a county located in the state of Ohio.
In the county, the population is spread out with 21.40% under the age of 18, 8.50% from 18 to 24, 25.60% from 25 to 44, 25.90% from 45 to 64, and 18.60% who are 65 years of age or older.
County coroner: Determines causes of death in certain cases; is the only person with the power to arrest the sheriff.

The county's population in 1780 was concentrated almost exclusively around the Falls of the Ohio and nearby streams that emptied into the Ohio River, notably the Middle and South forks of,Beargrass Creek and Goose Creek east of Louisville.
Jefferson County, from its exposed position on the river, was particularly vulnerable to Indian raids even some years after the interior of the state was relatively safe.
Urbanization was beginning to nibble at the county's rural tranquility and the pace increased as the automobile came onto the scene.

Steubenville is on a high plain (the second terrace of the river), surrounded by hills 300-500 ft. high, in a good farming country, rich in bituminous coal, natural gas, building-stone, petroleum and clay.
Steubenville was platted as a town in 1797, immediately after the erection of Jefferson county, and was built on the site of Fort Steuben, erected in 1786-1787, and named in honor of Baron Frederick William von Steuben; it received a city charter in 1851, and its city limits were much enlarged in 1871.

Carman was born in Washington County, Pennsylvania, and received his early education in the public schools, afterward attending Grove City College and then studying for his profession at the West Virginia University, where he completed the Law Course in 1906.
He was admitted to practice at the Pittsburgh Bar December 15, 1906, in the Supreme Court of Pennsylvania, October 15, 1907, and in the Supreme Court of the United States, November 11, 1912.
Jehiel, who came with other colonists to western Pennsylvania in 1784, where he settled in what is now Washington County, and later in life acquired by Patent from the Commonwealth a large track of land, some of which has remained in the family name to the present time (1915).
