Rooker indicated that the goal of today's meeting is to prepare recommendations for the FCC concerning a recent Notice of Proposed Rulemaking regarding financing of the Universal Service Fund.
Rooker thanked Lila Laux for her service on the Committee, and further indicated that Qwest Communications would designate a new representative by the next Committee meeting.
Rooker then turned to consideration of the membership applications of the U.S. Telecom Association, the League for the Hard of Hearing, and the Seimens Corporation.

Jeff Rooker faces criticism for being honest about the poor quality of much of the Green Belt, when Ian Abley thinks he should be criticised for his treatment of immigrants, and for presiding over the lack of housebuilding activity.
Rooker started his Ministerial career in the first New Labour Parliament as Minister of State at the now defunct Ministry of Agriculture, Fisheries and Food, presiding over an industry that has long used migrant labour on seasonal work permits.
Whether Rooker likes it or not, it is also a fact that the regeneration of Britain's cities - indeed the entire British construction industry - is dependent upon immigrant workers and the offspring of earlier immigrants.

Michael Rooker plays Henry not as a raving psychopath but as the frumpy guy next door, a drifter who takes out his frustrations on random victims and escalates his body count after teaming up with the violent ex-con Otis (Tom Towles).
Guys like Ted Bundy, Jeffrey Dahmer, and Henry Lee Lucas (the killer McNaughton loosely based the film on) could stand to have a bit more mud slung on their already malevolent reputations.
Rooker plays Henry as a sort of withdrawn, soft-spoken type that probably would appear unthreatening to potential victims.

As Linc's "eyes and legs" at subsequent drippy-noir murder scenes, Amelia is confronted with bodies in various states of grisly discombobulation while searching for evidence ("working the grid," as they say in the Crime Scene biz).
Together, Linc and Amelia also fight the usual ignorant hard-ass captain (Michael Rooker) with help from the usual decent but always-a-step-behind detectives, one of whom might be a suspect (Ed O'Neill and Mike McGlone) and the usual lab-team ace (Luis Guzman).
Prosaic to its core, The Bone Collector can't surmount its built-in predictability: the characters you like are appropriate to like, characters you expect to die do so in appropriately horrific ways, and the showdown between Linc and the killer delivers the standard mix of dread, action, and cathartic bloody violence.

They're all, I think, influenced by John MacNaughton's unforgettable Henry: Portrait of a Serial Killer -- at least, Ed Gein and now Dahmer are.
It should be said that Jacobson humanizes the victims -- especially "Rodney" (Artel Kayaru), the victim who got away -- so that the focus of the film becomes Dahmer's highly damaged mode of interaction with his prey.
If you want a different take on Dahmer, there's always 1993's The Secret Life -- Jeffrey Dahmer, written by and starring Carl Crew, and released on video not long before Dahmer was killed in prison.

Denzel Washington, an actor who can command the screen without seeming to be exerting any effort, is on fine form.
Although there does seem something a little odd when you get a vision that plays so much on being New York City but is directed and photographed by two Australians (Noyce and Semler) and actually shot on location in Montreal.
