In recent years, many such projects have been torn down, renovated or replaced after criticism that the concentration of poverty in economically depressed areas, inadequate management of the buildings, and government indifference have contributed to increased crime.
Indeed, US public housing continues to have a reputation for violence, drug use, and prostitution, leading to the passage, in 1996, of a federal "one strike you're out" law, calling for the eviction of project tenants whose housing units are the scene of certain types of criminal activity, especially that which is drug-related.
This assistance can be 'project based,' which applies to specific properties, or 'tenant based,' which provides tenants with a voucher they can use anywhere vouchers are accepted.

We hate the idea of having to change our code in the future for several reasons." Mostly, though, he said the reluctance to adopt a new approach reflects the reality that change of any sort is hard to accomplish.
"Since one of the goals of XP is to bring down the cost of change, it doesn't work as well in huge-scale engineering projects, such as the space shuttle, where the specifications have to be nailed down," he noted.
According to Jeffries, "XP works best for medium-sized teams where a product can be delivered in stages, and where there's freedom to experiment with some of the more controversial techniques."

 Jeffries, Joshua C. (fl. 1907 - 1927) -- Philadelphia Architects and Buildings
By August 1908 Joshua C. Jeffries is listed by the Gage Publishing Co. "List of Architects" as head draftsman for Ballinger & Perrot, but by 1908 he has begun to appear independently in the Philadelphia Real Estate Record and Builders Guide, with several projects noted in New Jersey.
From 1908 to 1924 Jeffries lists himself as an architect in the Philadelphia city directories, with offices in the Mutual Life Building until 1922 when his listing changes to 712 Walnut Street.
It is possible that after this time he moved to New Jersey because later records indicate an informal association between him and veteran architect Arnold Moses.
