		In March, 1955, the President submitted to Congress a report prepared by the Bureau with the cooperation of the State highway departments showing the estimated cost of construction needed to modernize all of the Nation's roads and streets in a period of 10 years to be $101 billion.
		The formula used in previous acts for apportioning funds among the States on a basis of population, area, and mileage would not permit this to be accomplished.
		The maintenance of the spirit of cooperation and understanding between the Bureau of Public Roads and the State Highway Departments that has been outstanding in Federal-State relationships is a necessity for the big road program to succeed.
