I agree with Skolnick that it is irrational to wait until career criminals are drifting into their less crime-prone years before slapping them with long sentences.
The Brookings Review article referenced by Skolnick was a cost-benefit analysis of imprisonment based on official criminal records and prisoner self-report data, which revealed that in the year prior to incarceration, the typical prisoner committed about a dozen serious offenses, excluding all drug crimes.
