John Gomez, president of the Jersey City Landmarks Conservancy, said his group thinks the Lafayette neighborhood is the oldest African-American community in the state and has reason to believe the labyrinthine cobblestone paths among the Whitlock buildings were once part of the Underground Railroad for runaway slaves.
But the Jersey City Landmarks Conservancy, which has fought dozens of battles to save what its members say is the often-neglected history of the city, is arguing that at least four of the buildings, which date to 1860, are historically significant and should be preserved.
