I have never forgotten reading a newspaper article back then that said there was no evidence that the Jersey barriers save lives.
My question then and now is ''why?'' Why invest the hundreds of millions of dollars in concrete barriers that save no one, when all that concrete and money could be used to build low income housing that people could rent or purchase.
In addition, the installation of the barriers also removed vital safety areas on the left sides of I-95, in the north and southbound directions further endangering disabled vehicles.

If you go to this excellent Jersey barrier history (maintained by noted misc.transport.road'ster Scott Kozel) he describes the history of them, and also some other types (like the higher F barrier).
I'm sure the name was a bit of a joke on Jersey barriers, but perhaps it foresees an era in which different states battle it out for barrier supremacy.
