  China: Labor Rights Violated Despite New Treaty (Human Rights Watch, 16-3-2001)
Li Jiaqing, a worker in Henan province, is currently awaiting a verdict on charges of "gathering a crowd to disrupt social order," a crime punishable with imprisonment of three to seven years under Article 290 (1) of the Chinese Criminal Code.
The Chinese government prosecuted Li Jiaqing partly on the basis that he had attempted to organize a "workers' congress," even though such congresses are expressly allowed for under Chinese law governing state-run enterprises.
Li Jiaqing's trial was held at the Zhengzhou Municipal Court on February 13, 2001 as some 200 workers protested outside the courthouse demanding his release.

In my paper, I analyze the geographic distribution of Han high officials in the mid-Qing period and argue that just as the ethnic ratio at court was shifting, so too was the composition of Han northerners and southerners in the highest echelons of the Qing bureaucracy.
Examining the number of Han high officials and the length of their service, I argue that the last decades of the Qianlong reign were markedly northerner-dominated, and that in the subsequent Jiaqing period this trend was reversed in favor of southerners.
Among the southerners themselves, while Hangzhou was continuously rather well-represented in both the Qianlong and Jiaqing courts, Suzhou, a rival city in producing the highest number of jinshi, failed to produce any high central official in the second half of the Qianlong period.

The Jiaqing Emperor spared Heshen this horrible death, and instead ordered him to commit suicide in his home on February 22, sparing his family, largely thanks to the pleading of Renzong's sister, Heshen's daughter-in-law who was married to Fengshen-Yingde, Heshen's sole surviving son, while Fu Chang'an was beheaded.
His total property was ultimately estimated at around 1,100 million taels of silver, reputedly estimated to be an amount equivalent to the imperial revenue of the Qing government for 15 years.
The many official positions held be Heshen could have posed a threat to the authority of the Jiaqing Emperor, and produced a sense of jealousy to his power and influence over the royal court, as well as the more legitimate threat to the Emperor.
