Jim Allister, a Democratic Unionist Party MEP for Northern Ireland, used parliamentary privilege to name three alleged Sinn Fein members, and call on them to tell authorities what they know about events in an alley outside Magennis's bar in central Belfast, where Mr McCartney died after a row on Jan 30.
Mr Allister was speaking in a debate on an unprecedented parliamentary motion, calling for European Union funds to be awarded to Mr McCartney's five sisters and his girlfriend for them to launch a private prosecution against the alleged killers, should the current criminal investigation fail to bear fruit.
In his speech, Mr Allister said "this foul murder" was triggered by a hand signal from "a member of the IRA's northern command", indicating a knife should be used.

Jim Allister was elected on the first count with 175,761 first preference votes, thus managing to secure a higher percentage of the first preference votes than his predecessor and DUP Leader Rev Ian Paisley in 1999 at 31.99%.
Mr Allister joined the DUP at its inception in 1971 and founded the QUB branch of which he was the first Chair.
Jim Nicholson was born on 29 January 1945 in Armagh.

In contrast, Mr Allister, a QC who fell out with the party in 1987 and left politics for the lucrative sanctuary of law only to return to the fold, is a driven man. As he glad-hands relentlessly along the market stalls he is like a snooker ace thinking a couple of shots ahead.
As for Mr Allister having nothing to do with Ms de Brún in Europe, that is "pure hypocrisy", according to the UUP man. "Jim Allister will sit on the same committees in Brussels as Bairbre de Brún just as the DUP sat with Sinn Féin in the Assembly and on local councils."
Over in Larne Mr Allister is playing for bigger stakes: to be poll-topper and to inflict further grievous but non-fatal wounds on the UUP so in elections to come the DUP will be the undisputed monarch of unionism.

What Jim Allister is saying is that the DUP will now do what they should have done decades ago in relation to power-sharing, hope that the republicans give up their guns as they should have done years ago, and that the SDLP must give "something".

DUP MEP Jim Allister confirmed last night that he has been allocated two minutes to speak on a resolution concerning the 33-year-old Belfastman's murder in January, and the parliament's possible funding of a civil legal action against his killers.
It is reliably understood that Mr Allister is aware of their identities and the individual roles they allegedly played in the murder.

The SDLP and Sinn Fein have both criticized Allister, who is threatening to oppose more EU funding for the North unless the alleged imbalance is corrected and money is "ring-fenced" specifically for Protestant areas.
Allister says Protestants have lost out to the tune of £75 million because 56 percent of the funding is going to Catholic areas, which he says constitute only 41 percent of the population.
Allister has lodged papers with both the relevant British minister and the European Commission in Brussels, setting out what he sees as the scale of the problem and making practical suggestions for its resolution.

We learn that, at the moment, Jim Allister arrives at the top ranking of the three Northern Irish MEPs (81/729) having attended all the sittings, followed by Jim Nicholson (239/729) and Bairbre de Brun (524/729).
