Jim McLay - Wikipedia, the free encyclopedia
James Kenneth McLay (born 21 February 1945), generally known as Jim McLay, is a former New Zealand politician.
McLay had joined the National Party in 1963, and held a number of prominent positions within the party's Auckland branch.
In early 1986, however, McLay made a fatal mistake - in an attempt to "rejuvenate" the party's upper ranks, he demoted George Gair and Bill Birch, both of whom were highly respected for their long service.

IWMC - Minoru Morimoto to the New Zeland Herald / 03 February 2000
Clearly, McLay’s use of the IWC’s majority opinion as the basis of his presentation of the “facts” is therefore inappropriate.
McLay’s statement that the IWC is recognized as the international body with global legal competence for all cetaceans is wishful thinking on his part but it is contrary to fact.
Likewise, McLay lists benign research methods including photo-identification, biopsy sampling, acoustic studies, DNA analyses and sighting surveys to support his statement that it is not necessary to kill whales for research purposes.

McLay’s statement is probably based on a definition developed by an IWC working group in 1979.
While the criteria for the aboriginal subsistence category are rather obscure and open to interpretation, Jim McLay’s reasoning would definitely not go down well with the indigenous people of his own country, nor is it in line with the thinking of the international community.
It is difficult to know on what criteria McLay bases his standards, but according to the material the US government presented to the IWC, 49 percent of Makah Indians are currently living below the poverty line and the unemployment rate is high.

As I pointed out in my article, the real hero of the whole debacle was the Attorney-General Jim McLay, described by Simon Upton as “the greatest Prime Minister New Zealand never had”.
Exactly whether McLay threatened to overthrow Muldoon’s leadership (he did so soon after the election) or lead an en-masse resign in protest with his colleagues is uncertain, however it does appear that the impasse would not have been broken without McLays leadership in threatening one of these two things.
