When Jimmy Shand died aged 92 in December 2000, it was marked with the respect of a national treasure.
Jimmy's first musical instrument was the moothie or mouth organ, before his father, himself a skilled melodeon player, taught him to play at an early age, and when the 14-year old had to leave school to go down the mineshafts, he played his melodeon at social events, weddings, and competitions.
Shand has a peculiar relationship with the folk and modern traditional music scene, who abhor the "tartan and heather" presentation of the music.

I don't know if Shand had anything to do with the next important step, but Forbes certainly did, because it was at his behest that Hohner started to manufacture the B/C "Double-Ray Black Dot" which became available in April 1934, along with the "New Forbes Tutor".
Certainly Shand was involved in the development of Hohner's "Organola" 23-key B/C in the mid 1930's, a button accordion with 36 piano accordion basses, and he used this model on his 78's for the Beltona label (1935-40).
In the early 1950's, Shand's collaboration with Hohner resulted in the appearance of a new top-class model, the "Shand Morino", a 3-row "British Chromatic" in B/C/C# with 80 piano accordion basses, built by top Hohner craftsman Morino.

Yes, Jimmy Shand made it widespread from accounts I'd heard, and its popularity infiltrated the Irish, especially in the North, Ulster, where I heard a few folks play it way back when, Donegal and Fermanagh.
Jimmy Shand actually took this to number 7 or 8 in the top 10 charts of the time, as far as I know, the only polka to do so.
And Shand was born in 1908, so he would have had to be at least (most!?) -33 years old (young!?) to have even had a whiff of the tune's creation
